Yes, you can manage multiple clients’ ChatGPT Ads accounts using the same OpenAI login, but as of September 17, 2026, OpenAI does not currently have a Meta Business Manager / Google Ads MCC-style agency hierarchy where you create an agency manager and formally nest client ad accounts beneath it.
The recommended agency setup is:
ads@agency.com account—to their advertiser account.So structurally, think of it this way:
Meta
Agency Business Manager → Client Business → Ad Accounts
Agency MCC → Client Google Ads Accounts

Your agency login → invited separately into Client A / Client B / Client C ad accounts
There is currently no agency-level MCC dashboard sitting above all those client accounts in the same mature sense as Google Ads Manager Accounts.
One important limitation: once your login belongs to 10 or more ad accounts, you can't self-create another advertiser account yourself. However, clients can continue inviting your login to additional existing ad accounts, so this does not prevent an agency from managing more than 10 clients.
For your agency, I would structure access like this:

For larger agency arrangements, OpenAI also mentions agency/technology partners and direct Ads sales support, but the standard self-service product currently uses the individual-ad-account invitation model.
